General Description

Reporting to and working collaboratively with Chief and Council, the Executive Director is responsible for covering absences and providing as needed. By contributing as a member of the management team and interacting with the Council, the Executive Director is in part responsible for providing leadership, strategic planning guidance, maintaining the forward direction of the HTC Operations, creating a positive environment, and supporting the Heiltsuk Tribal Council’s mission and values.

This posting is for a full-time position.  The Executive Director must be flexible and available on short-notice respond to urgent matters and projects as they arise.  Excellent communication and teamwork is essential.

Supervises:  HTC Managers/ Department Heads

Responsibilities and Expectations

  • Works collaboratively with the Chief Councillor and Chief Financial Officer (CFO) as a member of the Executive Team to deliver on the initiatives and priorities of the Heiltsuk Tribal Council;
    • Public relations initiatives (e.g. personal contact, public speaking, literature, correspondence, fosters the development/promotion of a positive image for the HTC);
    • Provides strategic planning and leadership development for the Council; ensures strategic initiatives are completed by preparing detailed outlines of priorities and timelines and working with management to execute;
    • Develops long term plans and economic development initiatives for Council review and approval;
    • Provides direction to department heads in the development of proposals for funding; provides direction to the ongoing updating and implementation of the Comprehensive Community Plan/Community Action Plan;
    • Attends Council and general membership meetings and works with the Chief Councillor to develop relevant agendas; ensures that meeting minutes are taken, action items are set and followed up on by appropriate Council members and/or staff;
    • Distributes information and decisions from the Council to the HTC Community, members and employees, as directed by Council, implementation and maintenance of communications strategy;
    • Builds relationships with external organizations/partners in order to enhance HTC’s operational, networking, and economic development capabilities;
    • Monitors federal, provincial and regional government and private sector activities, hearings and reports, which could have an effect on the administration and operation of the HTC;
    • Works with the CFO to develop and administer both the operational and capital budgets for the entire HTC operation for each fiscal year, and to ensure relevant financial statements are prepared for Council meetings;
  • Ensures relevant departmental reporting updates are prepared for Council meetings;
  • Is committed to working with vested stakeholders around capacity building; and
  • Performs other duties and takes on additional responsibilities as directed by the Chief and Council.


Education & Experience
• Post-secondary degree in a related discipline; business degree is an asset
• 5-10 years’ experience in planning and strategic processes
• Knowledge of government contract management
• Experience in/knowledge of program management and delivery

  • Knowledge of the Social Development programs is a strong asset
  • Financial management and budgeting experience/education is a strong asset
    • Knowledge and interpretation of employment legislation

Skills & Competencies
• Significant knowledge and understanding of Heiltsuk peoples’ cultures traditions, issues, protocols and community
• Strong understanding of HTC program issues and interests combined with a passion and enthusiasm for this work
• Expertise in the ability to identify potential funding sources and writing proposals
• Strong planning and organizational skills
• Proven ability to lead initiatives from planning to execution and follow up
• Intermediate Microsoft Word, MS Excel, Outlook and Access skills
• Proficient budget development skills
• Solid research and program development skills
• Effective interpersonal public relation and public speaking skills
• Strong written and verbal communication skills, including the ability to prepare reports, policies, and contracts
• Demonstrated ability to exercise judgement independently
