Portfolio Governance System
Heiltsuk Band Council adheres to a system of portfolios that provide processes to support and guide managers to make informed decisions to maximize productivity, enhance communications and promote shared responsibilities for effective overall governance. The portfolio holders are not authorized to make decisions not covered by policy or regulation. Should this need arise, the matter is brought before Band Council as a whole for discussion and decision informed by the portfolio holder(s).
Each elected official chooses a portfolio based on his or her expertise, skills and interests. The official chairs portfolio committee meetings. The committee works with staff to oversee progress in meeting strategic or business plans. The Chair reports to the Council regularly. This position is renumerated at a fixed annual amount paid for the duration of tenure and participation of councillor on portfolio committees.
The portfolio system is a means of shared responsibility to carry out duties and responsibilities of tribal council by supporting its department managers.
